Bot Skill Level

Maybe I'm not seeing it but Ive tried find a Tutorial on how to raise bot skill level.Ive tried changing these settings in the ut2003.ini but they don't seem to have a affect.

The other issue I'm running into is that bots don't spawn in if the level changes.I have to bring them in while in game or loged in using Web Admin.
