I have got the same problem looks like the masterserver is down

Gamespy has issues with there masterserver indeed: gamespy forum topic (http://forums.gamespy.com/gaming_help/b50691/19906191/p1/?3). They are working on it.

just seen a post on epic and it worked for me, at least in vista 64 bit, right click your ut3 shortcut and run as administrator, also I enabled dmz on my router for my computer. Can see the servers now, ya here that bots am coming for ya ....
