Are there any bots simular to this for UT3 servers, maybe in the form of a mutator plugin?

I'm looking for a irc bot that:

- allows kicking/banning from irc using !kick/!ban commands
- relays ingame killmessages, ie: player x killed x
- allows !msg to send messages into the server players can read

Does anyone know if something like this exists already?
