cant get priveledges in webadmin- help

i cant figure this out:
I can access webadmin with Admin/Admin but it says i have no priveledges to assign anything.

why cant i do this

i read this from instructions:

If you have and need the admin account resetting, you will need to deleted the Xadmin.ini file in the system folder and then restart the server.


The default user and pass to login via webadmin is Admin for both user and password. We recommend everyone change the password as soon as possible.



Now i dont have a Xadmin.ini file anywhere, whats with that.
any ideas

you will get that message when you are not using the XAdmin AccessControlIni

Unless you are planning on setting up multiple admins and or groups of folks with privlages to do things on your server, there really is no need to access it. However if thats what your planning then you would follow the instructions from the link above.

Once the advanced administration system has been enabled, it will create a configuration file called XAdmin.ini in the UT2003System directory, which will store all of the user and group login/privilege information for the server. To reset all parameters to default, delete the XAdmin.ini file from the system directory.

i am getting an Invalid Filename when i try to login into my admin . the error is coming from rootframe.htm
