Yes, this should help. I happened to clock my Athlon XP from 2 GHz down to ~1100MHz. I played UT shortly after and it was like playing in slomo 0.6.

There are also things like that ceti and other calculations that use idle cpu time to run. I guess that means your cpu will never go to powersavings mode so that should fix it. You could just run it while playing it.
