every time i restart the server, i have to reapply all the mutators that i want on...im doing this through webadmin...

Do you enable the mutators AFTER starting the server via ServerAdmin? If that indeed is the case, then I think that's the problem. Try starting your server like:
ucc server GAMETYPE-MAPNAME.ut2?game=GAMETYPE?mutator=MUTATORNAME1,MUT ATORNAME2,etc.

-if you are using webadmin, and you press " save settings" after editing your mutators, that SHOULD keep the set mutators active, unless your server crashes or you manually stop/start.
on restart, everything goes back to the default settings in your user.ini file, usually: DM-Antalus normal weapons. i am told this can be changed, but don't know how.

is this the format for consol command? put into use in the dialog window (where you would normally talk in the game with "say") just wondering.
- i have sort of a similar question about mutators, i rent a server with about 25 custom ctf maps and 10 dm maps, and would like to allow people to play ctf as instagib and dm as normal weapons, without me having to change the mutator settings. can this be done and how?

Well, if you want to run two servers at the same time, you'll have to change something to the ports they use. I don't know exactly how this is done, but to start the server make a .bat file with the following contents:
//start CTF server
ucc server CTF-January.ut2?game=CTF?mutator=XGame.mutZoomInstaGib -ini ut2003.ini
//start DM server
ucc server DM-Phobos2.ut2?game=DM -ini ut2003.ini
Here you must change the map names (after the word server) to one you can find in the "Maps" directory (eg C:\UT2003\Maps). If you have UT2004 instead of UT2003, change the ut2003.ini into ut2004.ini.

Is this a dedicated server you have full access to, or a clanserver you have from a GISP. As the GISP may delete/reset your ini. I know at Multiplay we store your ini in a database and when your server restarts it deletes whatever ini you have setup from the webadmin with the one in the database (Which is editable from the ClanForge interface). Could it be something like this?

interesting,
yesterday i sort of "fixed" the problem of loosing instagib on crash or full restart. my bat file is named mapvote400b11.bat since i'm running a mapvote server. whats the "-ini.ut2003.ini" for?
it wasnt part of my origional bat nor mentioned in the mapvote info. my bat file looks like this:
ucc server CTF-Citadel.ut2?game=XGame.xCTFGame?mutator=MapVote400 b11.MapVote,XGame.MutInstagib
note, this is all on one line and has to be, but the forums dont like long lines
still havent fiqured out how to make all dm normal weapon and all ctf nstagib at the same time. tried adding game type after each map in the maplist, but it has no effect.
Map= DM-Antalus.ut2?game=XGame.xDMGame?mutator=
