Check other pages (just click edit)
You need to have at least 3 section headers for it to make an auto-toc (sectoon headers have == around them)

The table of contents will automatically appears when there are more than 3 headings.
But you can also force it. Check the Help:Editor or something help page for the details.

Hmm, phpBB has no such support. I'll have to see if it's possible to hack the wiki script a bit so authentication is done on a message board.
Btw, I don't know what browser you're using, but it seems that the edit boxes are a bit too wide and text only wraps around after a few chars. I don't know if that's due to the sidebar or something else. It's not really a problem since people can type stuff in notepad or another text editor.

How about adding some sort of wrap tag ? At the moment, if a line of text is too long and is indented with a space, it will deform the page layout like on this page :
