Azazel, I know it seems like there shouldn't be anything else going on, but that's not the case in the vast majority of systems.
Services get timeslices for all sorts of reasons. Hopefully they shouldn't require a great deal of CPU time. But the idea is to structure the rules so the system can run the apps you would want it to choose when questions occur. Isn't it?
I believe he was talking about running 3 game servers from the same box.

the reason i ask is that the answer to that Q would affect how i assign my 3 servers to each CPU.
eg, if the OS is handled by both CPU's then i can load balance the 3 2k3 servers over both CPU, BUT if the OS is handled by CPU 1, then i could load balance by only putting 1 server on CPU1 and the other 2 on CPU2
or i could dimply use the firedaemon tick boxes and specify that all 3 servers use both CPU's

If there were only one game server process competing with the OS for time, I could agree. But with 2 or more game server processes, I still maintain that prioritization and dynamic CPU allocation are the best way to maximize UT CPU usage.
