My users expect to have a game that proceeds in the normal manner, suiciders deny them of this service. Therefore it IS a DoS attack
same goes for cheaters?

It's true that you might be able to classify AimBots/Radar/etc as DoS attack. However, the problem is generating the proof required to show ISPs that the person was doing it.
With suiciders, they tend to be vocal and so the chat logs show it clearly as an "attack" on your server. In addition, the high negative scores are a clear indication of this as well. These proofs gathered over several "attacks" can convince ISPs to take action.
With "cheaters", it is much harder. They DON'T want to be noticed as cheaters and therefore don't brag about using cheats. Scores are also not an indication since a good "clean" player can have just a large a score as a cheater. (In fact, I've seen good "clean" players whoop on cheaters more than once...). You can record demo's of cheaters, but ISP admins may not be able to play them back or not be knowledgable about UT to "see" the cheat occure.
So, yes you might be able to classify them as DoS Attacks but I don't think you can use threat of cutting off their ISP (as much as I would LOVE to be able to...).
If you figure out a way or get a successfull action against a "cheater" let us know!

Yeah in regards to that clan [LAMP]
We have gotten more than 1 attack by them on a local server "BOOMTOWN DOM". It seems that everytime one of then talks, everyone else disconncts or crashes the game. ..... Im thinking they are using some kind of Hack that targets Direct 3D and shuts you and whoever else is running down. What about them? Maybe they are running Open GL instead of Direct 3D so it doesnt effect them? Just a hunch?? If you know any good counterhacks I would be interesed....

Well, if you keep logs and track these attacks, I hope you take the time to get one or more of the [LIMP] a***oles kicked from their ISP. Be sure to give them my fondest regards (hold hand up with single digit extended...). [Sorry, normally a laid back guy but LIMP has earned this...]
Anyway, there is a fix to what they are doing to you. Check out this news article:
