Allowing small LAN cheats

I hope this doesn't get too many of you upset for me asking such a question (it seems everywhere I go, the concept of cheating has been responded to very harshly, to the point of banning). My two apartment room-mates and myself have a small LAN game that we setup between the three of us. We would like to be able to use some in game cheats, simply because we like to goof around occasionally. How can the administor activate cheats, such as the summon cheats? Is there a portion of the server.ini or ut2004.ini that needs to be modified? If it is not appropriate to put the solution on this board, would you be able to email me the answer? We have absolutely no intention of using cheats online, because we never play online.

I think the cheats only work in Instant Action.

That's a shame. We used to have a great deal of fun with them in UT. We would create dorkish games such as find-the-baby-cow, etc., just dumb stuff to pass the time away. Did the developers fail to take into consideration that a small minority of the players use cheats completely innocently?
