ucc-bin: Permission Denied

I just installed ut2k4 onto Debian, and when I try to start the server I get permission denied. The entire game folder is owned by a user I created, but I get the same problem whether I try to run ucc-bin as that user or as root. I also tried calling the command using an absolute path, as this was a suggested fix when I Googled my problem.

how would i duplicate servers so that I could setup different ones using the setup from the 'Server install linux' ?

I have copied the ut-server folder using the below cmd's;

cp -a ut-server ut-server2

but I need to have it run sep to the ut-server some how.
