Im getting 2 assertion failed errors can anyone point me in the right direction?

The UnrealScriptedSequence warnings are generated by Epics code and are of no consequence. The reason the webadmin can't bind to it's port is because you're running the server as a regular user (which is a good thing) and you're using port 80 (which is less clever). Only root may bind to ports below 1024. Other than, your server seems to be running fine.

Cheers m8 - I adjusted port 80 to a 4 digit port and it works fine.

Just have to set the ut2004.ini up correctly and the command line etc.
