I think there is a limit of 200-ish. There is a limit on it only because you would have to replicate that entire list to each client.
BuLIDoG: For idlers, I think there's a mute out there to have a countdown for gamestart, the other alternative is for a kick with bvotewhendead=true
Deck: that is already built-in too. In the gameconfig, gui or edit the ini directly - your choice - add a non-0 value to the MapLimits=# variable. That will cause the last map to not be votable until # of maps have been played.
