Added SmartCTF commands window (whole set of usefull commands, with big help of SiNiSTeR, who made SmartCTF 4A/B/C)
Now Tickrate, Maxplayers & MaxSpectators commands give information to all players in server when changed
AdminPass now can't be set to "nothing" (some players accidently hit SetAdminPass instead of GamePass...) - lots of them, one wouldn't belive...
Added QuickServerSettings (inspired by SuperWebAdmin), this command will make admins who never used AdminTool love it!

Now all users can add new commands to "Additional Commands" and "UTPureRC7x Commands".
