Has anyone tried running UT2003 under VPC? I'm not so much concerned about performance, since I'm mainly interested in modding.

You *should* be OK with it as long as what you want to run is UT2003 server and not the client.

One of the biggest issues with VPC is the right and left mouse buttons. Since VPC is geared towards Macs with single buttons. I know UED2 doesn't like the key combos required to perform LMB & RMB functions.
Milage varies on how much time you put into the VPC config. The default install is brutal, but get your mouse buttons mapped and working things will improve.
