ut3 uses gamespy protocol and master servers
I understand the query port is random
so, using the open command is easiest
but, only old-school players remember that from Unreal-1 and UT99 days...
so, if your server is behind a firewall, you may have to put it on DMZ or "not" block all ports

And silly question... why i see in the game browser same servers...? may be it's bring in by someone's hands? I start 2 dedicated servers on 1 PC, but they are completely "invisible". Only "open xxx.xxx.xxx.xxx:xxxx ?GamePassword=xxxxx" helps my players.
But connect to server in order to see who's playing now is inconveniently...
1. I someone's to know how "to get in servers browser"?
2. If point 1 negative, may be some king of analog
